Image-filtering apps are a dime a dozen, but I'm still impressed with Glitché, which allows you to corrupt your snapshots with the flick of a finger. Developed by Vladimir Shreyder, Boris Golovnev, and Ivan Shornikov, the app allows for an awful lot of control; some images, for instance, can even be manipulated on a 3-D plane. Below, a few examples of what's possible: a flower I worked with using the "Scene" filter, an Astoria building I manipulated with "Datamosh," and two images---red chairs on a grassy field, and our cat lounging---I played with in "Glitch" mode.
